Who Should Attend

Anyone aged 18 or over that is required to protect a group working on or near the line. Railway Group Standard GO/RT 3358 (Persons Responsible for Protecting Work On or Near the Line) requires employers to select delegates for this role based on documented processes to assess aptitude and prior experience. A COSS may carry out IWA duties without further training.

Objectives

On successful completion of the course the delegate will be able to:
Demonstrate their ability to interpret correctly relevant parts of the Rule Book and relevant Railway Group Standards when acting as a COSS
Demonstrate their understanding and ability to set up a Safe System of Work before any group of staff is allowed to go on or near the line

Learning Approach

Instructor led classroom and practical sessions. There is a theory and a practical assessment that is valid as the first assessment in the COSS assessment cycle.

Features

On successful completion of this event an application will be made to the NCCA for a COSS competence to be added to the delegates Sentinel card. A new card will be issued showing the COSS competency endorsed (P), this will be registered on the NCCA database as provisional, a log book will be provided.
The delegates Personal Track Safety (PTS) competency will be revised so that the PTS and COSS competencies shown on the card will have the same expiry date.
The delegate will not be authorised to undertake COSS duties alone until the appropriate assessments have been carried out as explained below:

Following the successful completion of the initial training course, the trainee must not undertake the duties of a COSS on their own until they have had sufficient observed practical experience. They must be mentored by a track safety mentor. This observed practical experience must include one or more occasions where the trainee undertakes the duties in the presence of the mentor who is available to take over the role of the COSS should the need arise
A second assessment undertaken in the workplace by a licensed track safety assessor within 4 months of the initial training course. The NCCA must be notified of the result and will change the database records from (P) to full competency if successful. If not successful the COSS competency will be suspended and the delegate must start the procedure again, (full COSS course)
A third and final assessment undertaken in the workplace by a licensed track safety assessor between 9 and 15 months from the initial COSS training course, there must be a minimum of 3 completed and endorsed log book entries before the 3rd assessment

Special Requirements

Evidence of a negative drugs and alcohol screening in accordance with Railway Group Standard is required (before a person is first appointed as COSS, if their duties have not previously required it)
A valid PTS certificate must be presented to the trainer at the start of each event
A Personal Rule Book must be brought to the event by each delegate
NCCA site ID and address of sponsoring organisation will be required when booking the event
